"incoming yahoo.verizon.net send and receive reported unknown error 0x08004060c?-Collection of common programming errors

I can neither send or receive e-mail — I get the same message! However I got a call from a friend who said that she had received a message from me 15 times — but according to my “out box” that message has never been sent because of this problem. HELP!!!
